Introduction

Recognizing the importance of strengthening international cooperation and external relations in the service of higher education, Canadian Education Council (CEC) has established an educational services department that adopts the highest international standards in the quality of education under the supervision of academics and experts to provide educational services to higher educational institutions.

Brief about the expansion

of Canadian Education Council

Canadian Education Council (CEC) has developed accreditation of international education institutions to strengthen Canadian Education Council’s international presence and to increase the international dimension of Canadian Education Council’s education system.

The Department of Partnerships and International Cooperation has undertaken the key task of strengthening scientific relations with international organizations, scientific institutions and Arab and international research centres in order to achieve the message of educational institutions.

CEC also seeks to strengthen relations with many external actors, through the participation of scientific institutions in international conferences and meetings, and the publication of studies issued by institutions in foreign languages to relevant regional and international entities.

CEC is also interested in opening channels of communication and strengthening ties with universities, scientific institutions, centres and international organizations through partnerships and cooperation by participating in scientific activities organized by each party, exchanging scientific publications and periodicals, work programs, techniques and educational means, and exchanging scientific expertise and consultations.

CEC seeks to strengthen scientific and technical cooperation in the field of proposed educational services with various entities, primarily the bodies and offices of the United Nations and its regional institutes, and local and international universities.

The benefits of the services of the Canadian Education Council are significant for the international institutions to obtain a collaboration with Canadian, North American and other international higher educational universities around the globe.

Purpose of this Collaboration

The primary mission of the collaboration will be to foster dialogue and partnerships with major counterparts in the regional countries and the main headquarters of Canadian Education Council and develop regional partners, including academics, schools, colleges, universities, private sector, civil society, NGOs, local and international media etc.

The principal objectives of the collaboration is to promote external partnership and dialogue, business and investment promotion, and knowledge dissemination and exchange.

The aim of the collaboration will be tailored to the region it serve and build on existing relationships with regional institutions to strengthen dialogue and partnerships, business and investment opportunities and deliver services of CEC to regional entities.

The expected main results of the establishments of the collaboration is to improve awareness through maintaining fully operational platform for information sharing and exchange about the services of Canadian Education Council. Increased financial resources mobilised from the collaboration through presenting more accountability to the regional stakeholders and showcasing results on ground to find out new and innovative ways to mobilise additional resources to support the development of CEC.

Key Performance Indicators (KPIs) are proposed to facilitate the assessment of the effectiveness of the services of the collaboration. The operating environment varies across the collaboration and the KPIs are designed to measure the outputs expected from the office to the extent possible. These indicators will be adapted through discussions with the head of the office to reflect specific activities in the United Arab Emirates, as soon as the office is operational.

Partnerships and International Cooperation

Partnerships Department 

  • Strengthen strategic partnerships and activate memorandums of understanding with specialists in accordance with the vision and mission of the educational institution.
  • Building unique partnerships that serve the goals of the educational institution
  • Managing and following up joint cooperation agreements, providing an encouraging environment for regional and international cooperation

International Cooperation Department 

  • Building and strengthening international cooperation with regional and international organizations and institutions.
  • Active communication with international accredited organizations to coordinate with international bodies, universities and organizations.

International Cooperation with Higher Institutions 

  • Strategic plan development services and feasibility study for the educational facility.
  • Governance, Quality and Management Systems Development Services (ISO) for educational facility.
  • Academic program development services for educational facility.
  • Research and studies systems development services for educational facility.
  • Services to establish or add IT and digital platforms to an educational facility.

University/ College/ Educational institution Strategic Plan

  • Prepare a general strategic plan for the institution that is updated every 3 years
  • Preparing strategic performance indicators.
  • Preparing a road map for the implementation of the strategic plan
  • Prepare a report on the extent to which feasibility study is compatible with the institution’s vision- mission- objectives with its education strategy.
  • Prepare a marketing plan for students after graduation after studying the market and be compatible with the market strategy towards higher education

Institutional Development of the Educational Institution

Institutional Development of the Educational Institution.

  • Development of the institution’s quality management system.
  • Setting the required standards to ensure that the ISO certificate is obtained in all areas.
  • Development of the institution’s digital management system (with an advanced registration and examination system).
  • Develop applicable standards for developing the quality of services provided to students at the institution (registration, health care, entertainment).
  • Digitize all institution services and develop the infrastructure of the educational facility.

Board of Trustees

  • Prepare Bylaws of the Board of Governors
  • Prepare an enforceable governance program at the institution.
  • Develop strategic partnership areas with internal and external structures and institutions
  • Carry out audits on all operations at the institution and report annually to the Board of Trustees.

Organizational Structure

  • Review and prepare the appropriate detailed organizational structure of the institution (departments and departments) in accordance with the number of colleges, explaining the role of each department in promoting the performance of the institution’s business.
  • Activating new roles that serve the future and forward-looking vision of the institution.

Development of Research and Studies Department

  • Creating a department (centres) for research and studies at the institution.
  • Development of research policy at the institution.
  • The establishment of specialized laboratories in practical colleges.
  • Develop agreements with the private sector and international educational institutions in the field of research.
  • Helping teaching staff and students obtain research university scholarships.
  • Organizing scientific conferences and seminars at the university and beyond.

Graduate Field

  • The exchange of professors and members of the scientific body between the two institutions according to the specialties and capabilities available to each.
  • Admission of students who leave the university’s colleges and departments according to their specialties and the degree obtained from the university, and in a manner that does not conflict with the university’s regulations and instructions.

Training Field

  • Organize training courses, training courses, programs and joint training activities in cooperation between the two universities.
  • Invite the staff of the two universities to participate in the training programs and activities organized by one of the parties in accordance with the regulations of the two parties.
  • Take advantage of the laboratories available to one of the parties, especially in the academic, research, educational and training aspects.
  • Exchange of information, studies and reports on research and other related areas.
  • Organize scientific meetings, seminars and conferences.
  • Exchange experiences between the two universities in the field of studies and research in terms of seeking technical advice and assigning experts when needed.
  • Exchange of scientific versions with publications and scientific fields.
  • Cooperation in the arbitration and dissemination of studies and research and facilitating the use of the digital repository of libraries led the two parties.
  • Organize scientific activities from scientific conferences and seminars in cooperation between the two parties.
  • Cooperation in conducting scientific research related to topics of common concern.

Field of Scientific Meetings and Events

  • Prepare conferences, scientific workshops, workshops, programs and joint systems and exchanging invitations to participate and attend scientific meetings and events organized by the two parties.
